Understanding Colorado's Graduated Driver's License (GDL) Laws
Colorado’s Graduated Driver’s License (GDL) program is a three-stage licensing system designed to help teen drivers under 18 build experience and skills gradually while limiting high-risk situations along the way. Since GDL laws were introduced, fatal crashes involving 16-17 year old drivers have declined by nearly 50%.

What’s Changing?
Colorado’s new GDL laws significantly expand who must complete driver’s education before getting their permit and license. Here’s a breakdown of the changes:
Important note for families: While these updated GDL requirements are officially on the books as of April 1, 2026, the State of Colorado has confirmed that enforcement will not begin until January 2027. We encourage families to get ahead of the requirements now. Classes fill quickly and starting early ensures your teen is prepared well before the January 2027 deadline.
Previous Requirements (Before April 1, 2026)
Ages 14.5 to 15.5
Required: 30-hour driver’s education course
Ages 15.5 to 16
Required: 4-hour Driver Awareness course (EDAP)
Ages 16 and Older
No driver’s education required
New Requirements (Starting April 1, 2026)
Ages 15 to 18
- Required: 30-hour driver’s education course
- Required: 6 hours of behind-the-wheel training
- Required: Written permit test
- Required: Driver’s license test
Ages 18 to 21
- Required: 4-hour Driver Awareness course before obtaining permit
- Required: Written permit test
- Required: Driver’s license test
Ages 21 and Older
No driver’s education required (same as before)
Who Do These Changes Affect?
These new laws will impact anyone who has not yet received their Colorado learner’s permit or driver’s license by April 1, 2026, and falls into these age groups:
You’re Affected If:
- You’re currently 16 or 17 years old without a license
- You’re turning 18-21 and don’t have a permit yet
- You’re an international visitor or new resident ages 16-21 who needs a Colorado license
- You’ve been putting off getting your license
You’re NOT Affected If:
- You already have your Colorado learner’s permit or driver’s license before April 1, 2026
- You’re 21 or older when you apply for your permit
Why Did Colorado Change These Laws?
The Colorado Department of Motor Vehicles implemented these changes to improve driver safety across all age groups. Here’s what they observed:
The Problem:
Many teens and young adults were delaying getting their driver’s licenses until age 18 or older to avoid the education requirements. While this reduced accidents among 16-17 year olds, it created a new problem: drivers ages 18-21 were getting their licenses without proper education and training.
The Result:
Young adults who skipped driver’s education were making the same mistakes that inexperienced 16-year-old drivers typically make, but at ages 18, 19, 20, and 21. Accident rates in this age group increased as more drivers entered this demographic without formal training.
The Solution:
By requiring driver’s education through age 18 and a Driver Awareness course through age 21, Colorado ensures that all new drivers receive proper training regardless of when they choose to get their license. This creates safer roads for everyone.
What Do I Need to Do?
Your next steps depend on your age and current licensing status:
If You’re 16-17 Years Old
Option 1: Get Started Before April 1, 2026
If you complete your driver’s education and receive your permit before April 1, 2026, you’ll be grandfathered under the old requirements.
Option 2: Start After April 1, 2026
You’ll need to complete:
- 30-hour driver’s education course (in-person or online)
- Written permit test
- Hold your permit for required time with supervised driving
- 6 hours of behind-the-wheel training
- Driver’s license test
If You’re 18-21 Years Old
If You Already Have Your Permit:
You’re not affected by the new laws. Complete your required supervised driving time and schedule your driver’s license test.
If You Don’t Have Your Permit Yet:
Starting April 1, 2026, you’ll need to:
- Complete a 4-hour Driver Awareness course
- Pass your written permit test
- Hold your permit for the required time
- Pass your driver’s license test
If You’re 21 or Older
No changes. You can apply for your permit and license following the standard adult process with no required driver’s education.

Current requirements still apply. If you’re 16-17 and want to avoid the new requirements, complete your driver’s education and receive your permit before April 1, 2026.
April 1, 2026
New GDL laws are officially on the books. Anyone applying for a permit or license after this date who hasn’t already received one will be subject to the new age-based requirements, though enforcement begins January 2027.

If I’m 17 right now and don’t have my permit, do I need to complete driver’s education?
It depends on when you complete the process. If you receive your permit before April 1, 2026, you’ll follow the current requirements. If you don’t receive your permit until April 1, 2026 or later, you’ll need to complete the 30-hour driver’s education course. Note: while the law is on the books April 1, 2026, enforcement begins January 2027.
I’m 19 and never got my license. Do these new laws apply to me?
Yes. Starting April 1, 2026, anyone ages 18-21 who hasn’t received their permit yet will need to complete the 4-hour Driver Awareness course before they can get their permit. Enforcement of these requirements begins January 2027, but we recommend getting started now.
Can I complete my driver’s education online?
Yes. Community Driving School offers a state-approved 30-hour online course through our partnership with DriversEd Colorado. This self-paced option allows you to complete the coursework on your own schedule from home.
I already have my permit. Do the new laws affect me?
No. If you already have your Colorado learner’s permit, you’re not affected by these changes. Continue with your supervised driving practice and schedule your driver’s license test when you’re ready.
How long does the 30-hour course take to complete?
Our in-person course is split into four standalone weekend days that can be taken in any order within six months. Our online course is self-paced and can be completed as quickly or slowly as you need.
Where can I take the 4-hour Driver Awareness course?
Community Driving School offers this course monthly via Zoom from 4:30 pm to 8:30 pm. The course includes your written permit test.
What if I’m moving to Colorado from another state?
If you already have a valid driver’s license from another state, you can transfer it to Colorado regardless of age. These new requirements only apply to individuals applying for their first permit or license in Colorado.
Are there exceptions to these requirements?
Contact the Colorado Department of Motor Vehicles for specific exception cases. Generally, the age-based requirements apply to all new permit and license applicants within those age ranges.
How much do these courses cost?

Can I start my driver’s education before I turn 14.5?
Yes. You can enroll in and complete the classroom portion before 14.5, but you must be at least 14 years and 11 months old to take your written permit test.
